SHOULD MICHAEL PHELPS FACE CRIMINAL CHARGES?

Swimmer  Michael Phelps smoked  dope at a frat party. Somebody secretly took his picture and sold it to a British tabloid that published it.  Then all  hell broke l  loose..
Some saId plaboy  Phellps should be charged with taking an illegal substance,  Others  said, get a life, he was just goofing off.
But waS he? 
Phelps is paid [...]
