IS NUCLEAR PROLIFERATION INEVITABLE?

Yesterday North Koreasuccessfully launched a ballistic missle although apparently it failed to go into orbit.  Straightaway President Obama called for a strong international response.  He said: “Rules must be binding.  Violations must be punished.  Words must mean something.”
